This doha is a guideline by famous saint Tulsidas for common man in his day to day behaviour. Tulsidas has re-written Ramayana in prakrat for common man.
It says: When there is no happiness or love in eyes of your host, then one should not go there, even if the host/ place is very rich i.e. there is gold raining over there.

Kabeer Doha
The student is asking- the Teacher and God are both standing infront of him and he is confused as to whom to bow first. Since Teacher has taught him about God, he is thankful to him.
The doha implicit the importance given to the Teacher or the Acharya in Indian tradition, where he is placed above God; because of his work of enlightening the student on the presence of God.
